Feasibility Study (2007-2008)
In 2007, the Society contracted Webb
Management Services Inc., a theatre
consultant having conducted 200 theatre
feasibility studies, to examine and
report on:
o
a preliminary facilities program
o
a facility “footprint” plan
o
capital costs estimates
o
criteria for site selection
o
a critical path for development
o
a potential operations model
o
an operational budget for the initial 5 years.
After consulting with community
performing and visual arts groups,
educators, city and regional leaders,
and members of the First Nations
community, Webb Management completed a
Needs Assessment
Report. The report concluded
that there was a strong basis for the
creation of a regional performing arts
centre. It was presented to Prince
George City Council in March, 2008.
Building on the information in the
Needs Assessment Report, the
work on the Physical and Business
Plan Report began. The results
were presented at the November 3, 2008
meeting of Prince George City Council.

Next Steps
At the Nov 3, 2008
meeting of City Council, Council
agreed that the Society and City
proceed to the next phase of
the development. The next steps are:

Working with
the City to meet the requirements
needed to be considered for
funding from the Provincial
Government:

Determine whether the
project is eligible for a
Public-Private Partnerships (P3).
Partnerships BC will make that
evaluation.
Partnerships
BC is a company wholly owned by
British Columbia, reporting to the
Minister of Finance. The company is responsible for
bringing together ministries, agencies
and the private sector to develop
projects through public-private
partnerships.

Develop a Detailed
Capital Business Plan to:

Finalize a site
location,
-
Develop
architectural illustrations specific
to the site,
-
Establish a
procurement plan (financial sources
& deal structure),
-
Test the operational
model.
These next steps are projected to be
completed by the end of December,
2010.
